尊敬的在座嘉宾，
亲爱的与会者，
女士们，先生们，
今天非常荣幸能够在这里！我是佛得角驻中华人民共和国大使阿林多·多罗萨里奥。我要对本次重要论坛的组织者表示诚挚的感谢，感谢邀请我参加并有机会与大家分享关于传统中医及其在我国家中实施前景的内容。
我一直密切关注传统中医在全球范围内的发展和扩展。我必须说，这种由中国人民发展出的整体性、传承已久的健康方法，正日益得到全球的认可。
传统中医逐渐被纳入多个西方国家的教育和医疗体系，或作为独立的培训内容，或作为常规医学课程的有机组成部分，亦或作为常规医学的补充或替代疗法。
请允许我简要介绍一下我的国家，并谈谈我们在医疗领域的努力。
佛得角是一个位于北大西洋中部、距西非海岸620公里的小岛屿发展中国家。
尽管面临环境、经济和社会的脆弱性挑战，自从49年前从葡萄牙独立以来，佛得角在各个方面都取得了成功。虽然佛得角被归类为中低收入国家，但我们在医疗领域却有着显著的指标，例如高覆盖率的全民医疗、低婴儿和孕产妇死亡率等，各项指标正在逐步接近新兴国家水平。
佛得角政府认识到，传统中医可以作为我们国家医疗服务的有益补充，提供一种更加整体性、个性化的预防性医疗，促进健康行为和均衡的生活方式，从而帮助减少社会中的疾病负担。
另一个可以从传统中医的实施中受益的领域是旅游业。佛得角因其自然美景和温和气候被称为“大西洋的珍珠”，具备成为健康旅游目的地的巨大潜力。旅游业是该国经济的关键领域，近年来增长显著。旅游推广战略一直致力于多样化，包括健康和养生旅游的推广，以补充传统的阳光海滩观光旅游。
2019年，佛得角卫生与社会保障部与广东-澳门中医药科技产业园签署了一项协议，标志着双方合作的重大进展，包括在中医领域的交流和联合发展。
在疫情期间合作暂停后，2023年与广东-澳门中医药科技产业园的合作得以恢复，佛得角的医疗技术人员参加了在澳门举办的中医会议。
目前，在广东和澳门中医药科技产业园的技术援助下，佛得角正准备制定中医法规，旨在确保严格的管理实践，确保专业人员经过适当的培训并获得认证。
尊敬的与会者，亲爱的朋友们，
佛得角凭借其地缘战略位置，既是通往世界的桥梁，也是一扇通往非洲大陆的大门。我们为商业和投资提供了政治稳定、安全和友好的环境。传统医学包括其制药领域在佛得角具有巨大的发展潜力。
佛得角政府致力于继续推动中医融入国家医疗体系。除了准备和批准相关的规范性文件，主要行动还包括：

推广专业培训与能力建设：确保佛得角技术人员和专业人员持续接受中医培训，特别是注重中医与常规医学的结合应用。

促进国际合作：继续与广东-澳门中医药科技产业园以及其他中外伙伴合作，推动中医与常规医学融合的联合研究和新治疗方案的发展。

逐步将传统中医纳入公共卫生服务：从试点单位开始，随着这种方法被医疗专业人员和民众接受并验证其有效性，逐步推广。

提高认知和教育：在民众中开展宣传活动，介绍传统中医的益处和安全性，确保其被视为加强医疗服务的可行补充选择。

推动在佛得角实施传统中医：在中国合作机构和投资者的大力支持下，发展具体的产品和服务，使之成为加强医疗体系、促进旅游业以及提高本国和访客生活质量的重要里程碑。
最后，我邀请在座的中国机构和企业前往佛得角，欣赏其自然美景，亲眼见证我们在健康领域，特别是将传统中医融入国家医疗服务的努力。非常感谢大家的聆听！

It's an honor to be here today!
I am Arlindo do Rosário, Ambassador of Cabo Verde to the People's Republic of China. I would like to express my sincere gratitude to the organizers of this important Forum for the invitation to participate and for the opportunity to talk about Traditional Chinese Medicine (TCM) and its prospects for its implementation in my country.
I have closely followed the growth and expansion of TCM around the world. And I should say that this holistic and ancestral approach to health, developed by the Chinese People, has gained increasing recognition globally.
TCM has gradually been integrated into the educational and health systems of several Western countries, either as a stand-alone training offering or as an integral part of conventional medicine course curricula, or as a complementary or alternative offering to conventional medicine.
Allow me to briefly introduce my country and comment on the efforts we have made in the area of health.
Cabo Verde is a Small Island Developing State (SIDS), located in the Mid-North Atlantic, 620 kilometers off the West African coast.
Despite environmental, economic and social vulnerabilities, the country has achieved successes since independence from Portugal 49 years ago and, although it is classified as a Lower-Middle Income Country, in health it has remarkable indicators and a high universal coverage rate, low infant and maternal mortality, among others, getting closer and closer to the levels of emerging nations.
The Government of Cabo Verde acknowledges that TCM can be a valuable support to health services in our country, complementing Conventional Medicine approaches and offering patients a more holistic and personalized but also preventive healthcare, allowing to promote healthy conducts and balanced lifestyles, contributing to the reduction of disease burden in society.
Another sector that can benefits from the implementation of TCM is tourism. Cabo Verde is known as the “Pearl of Atlantic” for its natural beauty and mild climate, and possesses great potential to become a health tourism destination. Tourism is a crucial sector for the country’s economy, with a remarkable growth trend in recent years. The tourism promotion strategy has been throughout diversification, including promotion of health and wellness tourism, added to traditional sunshine and beach sightseeing.
In 2019, a significant milestone was reached with the signing of an Agreement between the Ministry of Health and Social Security of Cabo Verde and the Guangdong-Macao Traditional Chinese Medicine Science and Industrial Park, laying the grounds for mutual collaboration, including exchanges and joint developments in the field of TCM.
After a pandemic-motivated interruption period, cooperation with GMTCM Park was resumed in 2023, with participation from Caboverdean health technicians in conferences on TCM in Macau.
Currently, and with the Technical Assistance of the Guangdong and Macao Traditional Chinese Medicine Park, Cabo Verde is preparing its TCM Legislation, aiming to ensure strict regulation practices, ensuring that professionals are properly trained and accredited.
Illustrious Participants,Dear Friends,
Cabo Verde, for its geostrategic location, serves as a bridge to the world and an open door to the African continent. We offer political stability, security and a friendly environment for business and investment. The Traditional Medicine, including the pharmaceutical aspect has a great potential to be settle and grow in Cabo Verde.
The Government of Cabo Verde is committed to continuing to work for TCM integration into the National Health System. In addition to the preparation and approval of the normative arrangement, the key actions shall include:
1.Promotion of Professional Training and Capacity Building: ensure the continuous training of Cabo Verdean technicians and professionals in TCM, with a special focus on its integrated application with Conventional Medicine.
2.Fostering International Cooperation: continuing collaboration with the Guangdong-Macao Traditional Chinese Medicine Science and Industrial Park and other Chinese and international partners, with a view to fostering joint research and the development of new treatment protocols integrating Traditional Chinese Medicine and Conventional Medicine.
3.Promote the gradual inclusion of Traditional Chinese Medicine in Public Health Services: starting with pilot units, with the prospect of expansion as the effectiveness and acceptance of this approach by the medical professionals and the population.
4.Raise Awareness and Education: develop awareness campaigns among the population about the benefits and safety of Traditional Chinese Medicine, ensuring that it is seen as a viable complementary option for strengthening health care.
5.Promote the Implementation of Traditional Chinese Medicine in Cabo Verde: with the vital support of Chinese Cooperation Agencies and Chinese investors, develop concrete products and services, in order to becoming a significant milestone in our trajectory to strengthen the health system and promote tourism and improve the quality of life of the population as well as that of visitors.
To conclude, I invite the Chinese institutions and companies present here to visit Cabo Verde, to appreciate its natural beauty and to witness up close the efforts we are making in the health sector, especially in the integration of Traditional Chinese Medicine in the National Health Services.

“一带一路”中医药发展论坛由中国人民对外友好协会、国家中医药管理局、国家药品监督管理局、中国国际贸易促进委员会、北京市人民政府等单位先后共同主办，至今已成功举办六届。其中，第四届、第五届论坛作为服贸会重点活动举办，第六届作为服贸会高峰论坛举办。论坛坚持“让世界了解中医药，让中医药走向世界”的理念，推动中医药服务贸易，促进“一带一路”沿线国家民心相通，增进人类健康福祉，助力构建人类卫生健康共同体，已成为“一带一路”中医药国际交流合作的重要平台。
