2024年9月13日,第七届“一带一路”中医药发展论坛于中国国际服务贸易交易会期间在北京成功举行,主题为:深化“一带一路”中医药开放合作 共建人类卫生健康共同体。论坛致力于搭建中医药文化的交流平台、传统医药发展的互鉴平台、增进民生福祉的共享平台、人类卫生健康共同体的协作平台
来自斯里兰卡、埃塞俄比亚、缅甸、柬埔寨、古巴等国家卫生部门领导和匈牙利、印度尼西亚、巴基斯坦、斯里兰卡、赞比亚、佛得角、乌干达、马拉维、乌拉圭、莫桑比克等国驻华大使和部分使节代表共28个国家相关机构与会,世界卫生组织、上海合作组织代表,香港卫生署、澳门药物监督管理局等领导,福建、云南、海南、新疆、深圳等地方卫健委领导以及部分中医药大学、医院领导和中外企业代表等300余人出席了论坛。澳门特别行政区政府药物监督管理局局长蔡炳祥出席论坛开幕式并致辞。

尊敬的各位来宾、女士们、先生们:

早上好!今天很高兴能在论坛上发言,与大家探讨进一步促进中医药高质量融入“一带一路”建设相关议题,也让我有机会向在座各位分享澳门在推动中医药发展方面的工作。

澳门居民习惯使用中医药服务,中医药在澳门的卫生保健系统一直担当着重要的角色,对维护和促进居民健康发挥独特作用。澳门公共卫生医疗系统在1999年起增设中医门诊服务。根据统计,2023年澳门居民接受中医药服务的次数约142万人次,每名澳门居民平均每年2次,可见居民对中医药服务的信赖。澳门特区政府致力推动中医药发展,持续完善中医药法律体系及制度建设,透过发挥中医药在防病治病方面的优势,进一步增进居民健康福祉;也积极宣扬中医药文化,推动中医药国际化,让中医药惠及更多民众。

共建“一带一路”跨越不同的国家地域,虽然各国有着不同的发展阶段、不同的风俗习惯和不同的文化宗教等,但让民众生活更美好是大家共同的目标。在推动中医药高质量融入“一带一路”建设的进程中,各国需要深化开放合作,进一步加强中医药产业协同发展。基于历史背景和地理位置,澳门发挥着独特的平台作用,是内地与葡语系国家、“一带一路”沿线国家及东盟的桥梁,这对于宣扬中医药文化,推动中医药产品走向国际市场具有重要的意义。澳门特区政府积极搭建国际交流平台,透过持续举办传统医药研修班,让更多国家认识和了解中医药文化及理念;粤澳合作中医药科技产业园协助业界拓展葡语系国家的中医药服务贸易,目前产业园已协助将22项中药产品成功推广至葡语系国家,当中有三项产品是澳门的中成药。另外,今年有一项澳门制造的中成药也成功在其中一个东盟国家上市。中药产品在国际的认受性越来越高。

在推动中医药国际化的同时,澳门特区政府持续完善和优化中药审评审批制度,构建具澳门特色的、以中医药理论、人用经验以及临床试验相结合的审评审批体系,保障澳门注册中成药的质量、安全性及有效性。此外,我们也积极协助本地药厂《药物生产质量管理规范》(GMP)建设,推动发展新质生产力,提升制药水平,建立国际对从澳门“走出去”的中药产品的信心。

随着“一带一路”倡议的第一个十年过去,作为中华文明的瑰宝,中医药继续承载着促进世界人民健康福祉的使命。澳门作为共建“一带一路”的参与者、贡献者及受益者,将继续发挥独特优势,持续参与区域和国际交流与合作,共同推动中医药高质量及现代化发展,为中医药国际化贡献澳门力量,让中医药为全球民众健康作出更大的贡献。

Good morning! 

I am delighted to speak at this forum today and discuss how we can further promote the high-quality integration of Traditional Chinese Medicine (TCM) into the “Belt and Road”. This also gives me the opportunity to share with you Macao’s efforts in promoting TCM development.

Macao residents are accustomed to using TCM services, which have always played an important role in Macao’s healthcare system and have played a unique role in maintaining and promoting the health of Macao people. Since 1999, Macao has officially integrated TCM services into public healthcare system. According to statistics, in 2023, Macao residents received TCM services 1.42 million person-times, with an average of 2 times per person, indicating strong public confidence in TCM services. The Macao SAR Government is committed to promoting the development of TCM, continuously improving the legal and institutional framework for TCM, and enhancing residents’ well-being by leveraging the advantages of TCM in disease prevention and treatment. We also actively promote TCM culture and its internationalization, allowing more people to benefit from TCM.

The “Belt and Road” spans different countries and regions. Although each country has its own development stage, customs, cultures, and religions, improving the quality of life is a shared goal for all. In the process of promoting the high-quality integration of TCM into the “Belt and Road”, countries need to enhance openness and cooperation and further strengthen the coordinated development of the TCM industry. Owing to its historical background and geographical location, Macao plays a unique role as a platform, serving as a bridge between China and Portuguese-speaking countries, “Belt and Road” countries, and ASEAN. This is of great significance for promoting TCM culture and advancing TCM products into international markets. The Macao SAR Government actively builds international exchange platforms, continuously organizing traditional medicine training courses to help more countries understand TCM culture and concepts. The TCM Science and Technology Industrial Park of Co-operation between Guangdong and Macao has been assisting the industry in expanding the trade of TCM services to Portuguese-speaking countries. So far, the Industrial Park has successfully promoted 22 Chinese medicine products to Portuguese-speaking countries, 3 of which are Macao-manufactured proprietary Chinese medicines. Additionally, this year, 1 proprietary Chinese medicine manufactured in Macao was successfully launched in one of the ASEAN countries. As we can see, the international recognition of Chinese medicine products is growing.

While promoting the internationalization of TCM, the Macao SAR Government continues to improve and optimize the evaluation and approval system for proprietary Chinese medicines, establishing a review and approval framework with Macau-specific characteristics. This framework integrates the theory of TCM, human-use experience, and clinical trials to affirm the quality, safety, and efficacy of proprietary Chinese medicines registered in Macau. In addition, we also actively assist local pharmaceutical factories in building Good Manufacturing Practice (GMP), promoting the development of new quality productive forces, improving the level of pharmaceutical manufacturing, and establishing international confidence in TCM products “going global” from Macao.

With the passing of the first decade of the “Belt and Road” initiative, TCM, as a treasure of Chinese civilization, continues to carry the mission of promoting the health and well-being of people across the globe. As a participant, contributor, and beneficiary of the joint construction of the “Belt and Road”, Macao will continue to leverage its unique advantages, actively participate in regional and international exchanges and cooperation, and jointly promote the high-quality and modernization development of TCM. Macao will contribute its strength to the internationalization of TCM, enabling TCM to make a greater contribution to the health of people worldwide.
