大家好!很荣幸代表缅甸卫生部在第七届“一带一路”中医药发展论坛上致开幕辞。本次大会强调了我们对于推进中医药及其在全球健康中的作用的共同承诺。我由衷感谢主办方组织此次重要活动,反映了我们在“一带一路”倡议下的持续合作,该倡议旨在加强和促进医疗服务领域的国际合作。
据估计,世界上约80%的人口受益传统医学。对于全世界数以百万计人口来说,传统医学是治疗许多疾病的首选。发展中国家的人们主要依赖传统医学,因为它比西医更便宜、更容易获得,并且很容易融入人们的社会文化生活。它在农村和偏远地区的医疗保健中发挥着至关重要的作用,在这些地区,它广泛适用、负担得起,并且深深植根于文化传统。传统医学包括广泛的治疗方法、草药和从业者,他们为数百万人提供初级保健服务。
在缅甸,传统医学具有丰富的历史文化遗产,备受尊重。尽管现代医学有所发展,但许多人,特别是农村地区的人,仍然依赖传统疗法,这些疗法已经使用了几代人,疗效得到充分证明,具有令人信服的耐受性和易得性。因此,它继续被广泛使用,并在维护缅甸人民的身心健康方面发挥着至关重要的作用。我们致力于使传统医学现代化,以满足当代医疗保健需求,不是通过改变其核心价值观,而是通过科学验证和技术进步提高其有效性。
几十年的经验表明,传统医学的初级保健以更低的成本和更高的用户满意度产生更好的健康结果。然而,传统医学在成为医疗保健主流方面面临着许多挑战,包括国家政策和监管问题、安全性、有效性、质量研究、可及性和合理使用。此外,传统知识以及传统治疗师所依赖的植物正以惊人的速度消失。因此,必须立即采取措施保护传统知识的重要来源以及药用植物的多样性。
面对当今全球卫生挑战,深化中医药领域的开放与合作至关重要。对综合和传统医疗保健解决方案的需求正在增长,中医药在这些方面发挥着主导作用。基于数千年的智慧,中医不仅提供身体治疗,还有益心理和精神健康。通过扩大中医药的全球影响力,它将架起文化和国家的桥梁,促进健康公平,丰富全球健康格局。
中西医结合为医疗创新提供了独特的机遇。结合这两个系统的优势将提供一种全面的方法来解决身体疾病和整体健康问题。在缅甸,我们认识到整合传统和现代系统的重要性,特别是在农村地区,获取资源仍然是一个挑战。这种合作对于推进医疗保健和改善依赖传统做法的社区的生活至关重要。
我们期待着学习中国中西医结合的经验,并渴望分享缅甸在传统治疗方面的专业知识。在“一带一路”倡议下,中医药不仅是一种医疗保健解决方案,也是文化交流与合作的桥梁。该倡议强调了中医药在外交、卫生安全和国际合作中的潜在作用。

It is a great honor to represent the Ministry of Health, Myanmar, and to deliver the opening speech at the 7th Belt and Road Forum for Traditional Chinese Medicine Development. This gathering highlights our shared commitment to advancing Traditional Chinese Medicine (TCM) and its role in global health. I extend my heartfelt thanks to our hosts for organizing this significant event, reflecting our ongoing collaboration under the Belt and Road Initiative, which aims to enhance healthcare services and foster international cooperation.
Around 80% of the world’s population is estimated to use traditional medicine. For many millions of people around the world, traditional medicine is the first port of call to treat many diseases. The people in developing countries depend primarily on traditional medicine, because it is cheaper and more accessible than western medicine and blends easily into the peoples’ sociocultural lives. It plays a vital role in healthcare of rural and remote areas where it is widely available, affordable, and deeply rooted in cultural traditions. Traditional Medicine encompasses a vast range of treatments, herbal remedies, and practitioners who serve as primary healthcare providers for millions of people.
In Myanmar, traditional medicine has a rich historical and cultural heritage and holds a place of great respect. Despite the growth of modern medicine, many, especially in rural areas, continue to rely on traditional remedies, which has been used for generations with well proven efficacy, convinced tolerability and easy accessibility. Thus, it continues to be widely used and plays a crucial role in maintaining the physical and mental well-being of people of Myanmar. We are committed to modernizing our traditional medicine to meet contemporary healthcare needs, not by altering its core values but by enhancing its effectiveness through scientific validation and technological advancements.
Decades of experience have shown that primary healthcare with traditional medicine produces better health outcomes at lower costs and with higher user satisfaction. However, Traditional Medicine faces many challenges to become mainstream in healthcare, including national policy and regulatory issues, safety, efficacy, quality research, access, and rational use. Moreover, the traditional knowledge as well as the plants that the traditional healers rely upon are being lost at an alarming rate. Therefore, it is important that the immediate steps be taken to protect the important source of traditional knowledge as well as medicinal plant diversity.
Deepening openness and cooperation in TCM are vital as we confront today’s global health challenges. The demand for holistic and traditional healthcare solutions is growing, with TCM leading these efforts. Rooted in millennia of wisdom, TCM offers not only physical healing but also mental and spiritual well-being. By expanding TCM’s global reach, it will bridge cultures and nations, promote health equity, and enrich the global health landscape.
Collaboration between TCM and Western medicine presents a unique opportunity for healthcare innovation. Combining the strengths of both systems will offer a holistic approach addressing physical ailments and overall well-being. In Myanmar, we recognize the importance of integrating traditional and modern systems, especially in rural areas where access remains a challenge. This collaboration is crucial for advancing healthcare and improving lives in communities that depend on traditional practices.
We look forward to learning from China’s experience in integrating TCM with Western medicine and are eager to share Myanmar’s expertise in traditional healing. Under the Belt and Road Initiative, TCM serves not just as a healthcare solution but as a bridge for cultural exchange and cooperation. The initiative underscores TCM’s potential role in diplomacy, health security, and international collaboration.
As the Belt and Road Traditional Chinese Medicine Global Tour launches, we see this as an opportunity for deeper collaboration among all nations. By sharing knowledge, resources, and strategies, we can advance traditional medicine and improve health outcomes globally.
In conclusion, we are at a pivotal moment. The modernization and internationalization of traditional medicine offer new possibilities in global healthcare. Through trade, collaboration, and mutual learning, we can enhance the well-being of people worldwide.
We hope to establish closer partnerships and offer the world an alternative way to alleviate suffering and promote the well-being of our people. Let us continue to support initiatives that unite traditional and modern medicine and ensure that the legacy of TCM and Myanmar Traditional Medicine endures for future generations.
