尊敬的各位嘉宾、女士们、先生们:
我今天非常荣幸也非常高兴受邀参加第七届“一带一路”中医药发展论坛,我谨代表柬埔寨王国卫生部部长秦拉教授阁下来参与这次对话,非常高兴能够来到北京。
借此机会,我想简要介绍一下人与传统医学之间的关系,我们都知道传统医学已经帮助了人们一百多年,而后来世界发现了现代医学。
几个世纪以来,传统、土著和祖传知识一直是家庭和社区健康的重要资源,特别是对于生活在偏远和农村地区的人来说,它成为健康和福祉的首选,提供文化上可接受、可用和负担得起的护理。它仍然是许多地区医疗保健的重要组成部分。如今,传统医学已成为一种全球现象;在需求不断增长的地方,患者正在寻求更大的机构和对自己健康和福祉的所有权,并对医疗保健的个性化更加富有同情心。
人们长期以来一直与自然和谐相处。这种牢不可破的关系使他们能够积累丰富的经验,利用自然的好处,特别是植物的好处,满足他们在材料、食品,特别是药品方面的需求,以维持他们的健康和生存。目前,这种关系和需求在农村和城市地区的社区或社区的某些部分仍然普遍存在。
目前在柬埔寨,药用植物原料的采集大多来自森林,没有草药农场或草药种植园。为了工业作物和其他土地管理目的而砍伐森林,日复一日地危及草药原料的自然资源,导致药用植物栖息地的丧失,如果没有适当的控制和预防措施,药用植物原料的可持续性及其生物多样性将受到威胁,并过早消失。
在这方面,柬埔寨卫生部还将传统医学实践和传统医药产品的开发、控制和管理作为其四项主要优先任务的一部分,并寻求各实体和国家,特别是中国同行的更多支持和合作。开发、养护和保护自然资源是可持续利用的重要职责,这将有助于社会经济发展和减贫。
最近,我们观察到,由于没有官方记录,我们祖先的传统知识和土著知识不时消失,一些药用植物物种只能在国家公园和其他保护区找到。从森林中收获普通植物,特别是药用植物的数量急剧增加,这让我们担心如果收获过多,传统医药资源会损失。因此,有必要记录濒危动植物物种,以保护这些土著知识。这项工作离不开区域各国之间的合作。
在结束演讲之前,我谨再次衷心感谢主办方和其他相关合作伙伴为使本次论坛成为一次富有成果、令人难忘的活动,为改善该地区人民福祉、社会经济发展和扶贫做出了巨大努力。我还要借此机会向尊敬的各位来宾、女士们、先生们致以最良好的祝愿,祝你们身体健康、幸福安康、事业兴旺、生活美满。

Honorable, Distinguished guests, Ladies and Gentlemen,
I am deeply honored and delighted to be invited to attend the 7th Belt and Road Traditional Chinese Medicine Development Forum today. On behalf of Professor Mam Bunheng, Minister of Health of the Kingdom of Cambodia, I am here to participate in this forum, and I am very pleased to be in Beijing.
Taking this opportunity, I would briefly about the relationship between people and Traditional Medicine, we all understand that Traditional medicine has been helping people more than hundred decades, while later on the world discovered the modern medicines.
For centuries, traditional, indigenous and ancestral knowledge has been an integral resource for health in households and communities especially those who are living in remote and rural areas, it becomes to be the first choice for health and well-being, offering care that is culturally acceptable, available and affordable. It continues to form a significant part of healthcare in many regions.
Today, traditional medicine has become a global phenomenon; where demand is growing, patients are seeking greater agencies and ownership of their health and well-being and are more compassionate on personalization of health care.
People have long been living harmoniously with the nature. Such unbreakable relationship has enabled them to accumulate vast experiences on harnessing the benefits from the nature, especially from plants, to serve their needs in terms of materials, food and particularly medicine products to maintain their wellbeing and survival. Currently, the relationship and needs still prevail in communities or certain parts of communities in rural as well as urban areas.
Currently in Cambodia, the collection of medicinal plant raw materials is mostly from the forest and no herbal farm or herbal plantation. From day to day the deforestation for industry crops and other purpose of land management put in danger for the natural resources of herbal medicine raw materials and lead to the loss of medicinal plant habitats and if there is no appropriate control and preventive measures, the sustainability of raw materials for medicinal plant and its biodiversity will be under threat and untimely vanished.
In this regard, Ministry of Health of Cambodia also has set the development, control and management of traditional medicine practice and traditional medicine products as part of its four main priority tasks and that is looking for more support and cooperation from various entities and countries, especially from China counterpart. The development, conservation and protection of natural resources are vital duty for sustainable used which will contribute to socio-economic development and poverty alleviation.
Recently, we observe that traditional knowledge and indigenous knowledge of our ancestors are being disappear from time to time due to unavailability of official record and several of medicinal plants species can be found only in national parks and other protected areas. Harvesting general plants and especially medicinal plants from forests has increased sharply that put to our concerns on the loss of traditional medicine resources if the harvest is too excessive. So, there is a need to record, to protect those indigenous knowledge, endangered animal and plant species. This exercise cannot be done without the cooperation among region countries.
Once again, before ending my speech, I would like to express my sincere gratitude toward the sponsors and organizers and other relevant partners for their great effort to bring this forum a fruitful and memorable event for the improvement of well-being of the people, socio-economic development and poverty alleviation in the region.
