我很荣幸能够代表匈牙利参加在中国国际服务贸易交易会(CIFTIS)举行的第七届“一带一路”中医药发展论坛。
今年,我们庆祝匈牙利与中国建交75周年。匈牙利是最早承认中华人民共和国的国家之一,与中国保持着友好而紧密的关系。中国在2013年提出的“一带一路”倡议,与匈牙利的“向东开放”政策完美契合,展示了我们双方加强联系与促进欧亚合作的共同承诺。匈牙利是第一个与中国签署“一带一路”备忘录的欧洲国家,时间是2015年。
今年五月,当习近平主席访问匈牙利时,两国领导人同意将我们的伙伴关系提升为新时代的全天候全面战略伙伴关系。双方还同意在医疗卫生领域深化合作,致力于改善全球公共卫生治理,并支持在匈牙利及中东欧地区推广和应用中医药。
匈牙利立足于欧洲的基督教价值观,但同时也认为远东的哲学、生活方式以及工作文化是无可争议的价值。匈牙利在自身的传统医学以及西方医学领域拥有悠久的历史。19世纪伟大的匈牙利医生伊格纳兹·塞麦尔维斯(Ignác Semmelweis)是手部卫生的创始人,也是母亲的救星。值得特别提到的是,由于以他名字命名的大学与黑龙江中医药大学的合作,这位伟大的匈牙利医生也在哈尔滨有一尊雕像。
中医药是一个复杂的医学体系,涵盖病史、诊断和治疗方法,在匈牙利广为人知。1963年,匈牙利出版了第一本关于中医药的书籍。1997年,中医药在匈牙利被合法化,允许只有医生资格的人才能从事中医治疗。自2011年以来,塞麦尔维斯大学通过黑龙江大学的校外培训项目,开展了与中医药相关的教育。2015年,匈牙利政府通过了一项关于中医师在匈牙利行医的法令,根据该法令,具有高等教育学位的相关人员可以以规范的方式从事中医工作。2019年,塞麦尔维斯大学与上海和哈尔滨的大学共同成立了中医药教育与研究中心。此举使得中医本科课程能够在匈牙利大学开设。该课程的学生在前四年在布达佩斯学习中医学基础,最后一年在哈尔滨大学学习。成功完成课程的学生将获得哈尔滨大学的学士学位,该学位得到匈牙利的认可,学生可以在医疗卫生领域工作。佩奇大学还为相关的专科医生提供了一个为期四个学期的研究生课程。
去年,匈牙利的两位杰出科学家获得了诺贝尔奖。其中之一是卡塔琳·考里科(Katalin Karikó),她是匈牙利首位获得如此高荣誉的女性科学家。考里科是全球第13位获得医学诺贝尔奖的女性,她因发明mRNA新冠疫苗而获奖,因此今天我们为大家带来了考里科生平的展览,感谢论坛秘书处的支持,大家可以在会议期间参观。

Distinguished guests, ladies and gentlemen,
It is an honour for me to represent Hungary here at the 7th Belt and Road Forum for Traditional Chinese Medicine Development at CIFTIS.
This year we celebrate the 75th anniversary of diplomatic relations between Hungary and China. Hungary, one of the first countries to recognize the People’s Republic of China enjoys friendly and close relations with China. The Belt and Road Initiative, introduced by China in 2013, perfectly matches with Hungary’s "Opening to the East" policy, illustrating our mutual commitment to strengthening ties and promoting cooperation across Eurasia. Hungary was the first European country to sign a Memorandum of Understanding for the BRI with China in 2015.
This past May, when President Xi Jinping visited Hungary both leaders agreed to elevate our partnership to an all-weather comprehensive strategic partnership for the new era. The parties agreed to deepen cooperation, among other things, in the field of healthcare and to work on improving the global governance of public health, as well as to support the promotion and application of traditional Chinese medicine in Hungary and Central and Eastern Europe.
Hungary stands on the basis of European Christian values, but at the same time it regards the philosophy of the Far East, the way of life and the culture of work in the Far East as indisputable values. Hungary has a longstanding history of its own traditional medicine, and also of Western medicine. Ignác Semmelweis, the great Hungarian doctor of the 19th century was the father of hand hygiene and the saviour of mothers. It is of particular note that due to the cooperation between the university named after him and Heilongjiang Traditional Chinese Medicine University, this great Hungarian doctor also has a statute in Harbin.
Traditional Chinese Medicine is a complex medical system with anamnesis, diagnosis and treatment methods which is well-known in Hungary. The first book on TCM in Hungarian was published in 1963. TCM was legally regulated in 1997 allowing TCM to be practiced exclusively by medical doctors. Education related to Traditional Chinese Medicine has been operating since 2011 at Semmelweis University in the framework of an off-campus training program of Heilongjiang University. In 2015 the Hungarian government adopted the decree on the practice of traditional Chinese physicians in Hungary, based on which persons with higher education degrees in the field have the opportunity to practice it in a regulated manner. In 2019 Semmelweis University established the traditional Chinese medical education and research centre with the universities of Shanghai and Harbin. As a result of this, the traditional Chinese Medicine bachelor's program was able to start at the Hungarian university. During the program students learn the basics of Chinese Medicine in the first four years in Budapest and in the last year at Harbin University. Those who successfully complete the program receive a BSC degree from Harbin University which Hungary recognizes and allows them to work in healthcare. The university of Pécs offers a four-semester postgraduate course for interested specialist medical doctor.
Last year two esteemed Hungarian scientists received the Nobel Prize. One of them is Katalin Karikó, our first female scientist to receive such a high level of recognition. Karikó is the 13th woman in the world to receive the Nobel Prize in Medicine for the invention of the mRNA COVID vaccine. She was preceded by the Chinese female scientist Tu Youyou, who received the Nobel Prize for the discovery of a TCM-based medicine against malaria. You are probably well aware of her work and life, so today we have brought you an exhibition about the life of Katalin Karikó, which can be viewed during the conference .Thanks for the support of the forum secretariat!
